i have a daycare in my home and had a inspection recently from the state they would like to see my ac unit outside boxed in how do i do this with the cables and what kind of material do you suggest

Well, you don't want to "BOX" it in. It needs air circulation to operate.
How about just putting a fence around it. That would be easy and keep the kids from getting inside the AC unit.
Materials could be wood, or chain link.

Make a fence that runs from the side of the building around the A/C unit. It will need to have a gate for access and the pickets shoud be staggered inside and out side to allow airflow.

Try building a lattic fence around it, somehow with one lattic as a door so the unit is serviceable and lockable so the kids cannot go in.
