If there is enough head to grip then use a vise grip to get it moving. Spray on Tasgon Green to break the rust loose, twist it with vise-grip. If it moves then regrip again and keep turning.

If it doesn't move then get a sharp drill bit and either drill it out or drill in deep enough to put in a screw-removal tool.

There is a tool that you can buy from Sears to remove bolts with damaged heads. Hope this helps.

there are two options here, if you are dealing with a metric nut, try
using a metric socket and hammer it on.13mm is roughley 1/2 inches,14mm is slightly smaller than 9/16 ect. you know that you arnt going to reuse the old hardware anyway , it will come with the new shocks. the other option is to cut it off with a jab-saw,this
tool will hold a hack-saw blade in a handle and will cut the soft metal in about 10 min. of sawing. they can be found at any good auto parts store.(napa, sears ect)

take a torch and cut them off and buy new bolts

grind them off with a grinder or hacksaw and buy new ones
