private landlord wants to file judgement on previous tenant for non payment and breach in contract

YOU can NOT-- Judgments are filed by the courts only. Once you have a judgment then you can file for a garnishment of wages. The courts report the judgment to their credit. No once you have a judgment in hand --if they own property then you can also file a lien on the real estate that will stay there until paid or it expires in some states after 10 -20 years. you will have to check state law to determine this period of time. In any case they can not sell or refinance the property until the lien has been paid and you release the lien and file it in the county register of deeds office.
