Tuning an engine technically means adjusting engine components for optimal performance (managing air/fuel ratio, timing, etc) but it is more commonly used to mean that upgraded parts have been added to the engine (light weight pulleys, camshafts, air intakes, headers, exhaust system).
The goal of tuning is generally to get more horsepower and torque out of the engine.

it's the art of tweaking the engine to allow maximum performance, this is done by cam,carb,ignition just to name a few
