Complicated answer - yes (assuming this is just B/W and not greyscale). This requires you tracing round the edges of the graphic with the pen tool to create vector paths, then export paths to Illustrator.
Easier answer - get Inkscape (free - www.inkscape.org). It's a vector based illustration package which has a fantastic trace bitmap tool. It'll do it in the blink of an eye, and exports to loads of different formats. Adobe Illustrator has a trace bitmap tool as well, but it's frankly useless.
Might be useful to play with adjust levels in Pshop before loading into Inkscape so you're sure it's a perfect B/W image.

Yes you can... but you would have to make sure you turn it into just Black and White no gray tones.
Go to Image - Adjustments - Threshold and adjust it till you like it.
Turn your image to "Grayscale" Mode as well Image - Mode - Grayscale
Then go to "Channels" tab and and control click on the "Grayscale" thumbnail, invert the selection "Control+shift+i"
Go to "Paths" tab and click on the little Arrow on the side and go down to "Make work path" once the path is made go to File - export - path to Illustrator
This doesn't do too good of a job ... so depends on how big you blow it you will notice some rough lines.
You would be better off redrawing it in Illustrator if it's a flat image.

My sister married a white dude and we all love him, he's one of the family, so we not all like that. I honestly don't care as long as the black woman I see a white dude with ain't my wife, lol. There's a lot of self-segregation in the black community and an intolerance to outsiders. It's stupid, but to a lot of black men, a black man with a white woman is viewed as a sort of justice: something he's taken from "the man", while a white guy with a black woman is seen as a hostile intrusion into the black community. Sorry to say, but the black community struggles with progress too. The idea of "color-blindness" is something many black people expect of other races, but feel no obligation to live up to themselves.

Delineate is a tool for converting raster images to SVG (Scalable Vector Graphics)... Input formats are JPEG, PNG, GIF, BMP, TIFF, PNM, PBM, PGM, PPM

Photoshop will never convert something to vector, only illustrator will.
If you have illustrator... take it into that and use 'livetrace' available in cs and cs2
There is also software called live trace which will do what you want.

yes u can do it . Use 'path' and save it for using vector based features. But i think if u use quark express, illustrator or Coral Draw it will be much better for such things.
