Microsoft introduced .NET after Java became popular around the tech boom. They wanted to recapture the development market share they lost to Sun. Look at C#, the most heavily marketed language for .NET development, and how close it is to Java.
.NET replaces a lot of component-oriented stuff Microsoft marketed before, like COM and DCOM. It's also very vague - the term ".NET" covers anything from the web-development tools in Visual Studio to the use of XML in windows-based programming.

They were fisrt planning it in the mid 70's I know that, but it did not really come out till the early 80's.
