When I was asked that during my interim-appraisal, I let them know I want to be promoted at least 3 times by then. (You had a chance once a year to be promoted). I let them know I would like to become a lead. I want to have taken at least 5 more LOMA tests (tests given throught our company).
I basically wanted them to know I was here to be here. I was here to work and to make a career out of it. They liked the answer.

The answer the employer is looking for is really a question. When asked that, answer "If there are opportunities here that I can use to advance myself in this company, by education and application, then I'll be right here, hopefully working my way into management. Does this company offer those opportunities?"

I think it depends on the job.
If it is a job where they are going to be demanding a lot of your time outside of normal working hours, for instance overtime and weekends, I would avoid saying you are looking to settle down and start a family. Keep it related to your professional goals. Something like working hard to achieve goals in a position that challenges me. I think you want to appear motivated and driven without seeming like you will be out for your bosses job.
Should you get the sense that it is a more family oriented place with flexibility or they are interested more in longevity than the amount of time you can give them outside of normal working hours it is okay to talk about family as well as professional goals. I would try and get a sense of the atmosphere.
