The basic rule is : design a site for the user, not for the search engines. Create great original content that users would love and other sites would want to link to -- and top rankings in the search engine will follow.
Content must be compelling, accessible and unique - this is a key ingredient in getting links. Make sure people can link to specific content.
Here are tips by Adam Lasnik, Google's search evangelist (yes, that's his actual title)
Make your pages easy to index. Think about the terms that visitors will use to search for your information and make sure your pages include those words. Provide a unique title tag and meta description tag for each page. Use descriptive anchor text when linking to other pages of your site (e.g., "Obtain the latest federal tax forms for 2006" instead of "Click here for 2006 federal tax forms")
Make your pages easy to find. Provide an HTML sitemap that contains links to pages deeper in the site. On your home page, include links to the major sections inside the site. If your site includes many pages, consider creating a browsable set of links that enables the visitor to choose a category, then see links within that category.
Make sure search engines can access the content. Ensure pages of your site can be reached without cookies, registration, session IDs, or forms. Verify that your site isn't blocked with a robots.txt file and that search engines don't receive errors when trying to access your pages. (You can check both of these things using Google's webmaster tools.)
Don't be an island. Responsibly interact with realted sites to garner natural links, and -- more importantly -- mindshare. Search engine conferences are a great opportunity to learn and network, but participation on forums and blogs can also be very productive.
Study the source. Regularly review search engines' often-updated official written advice (e.g., Webmaster Guidelines, blogs, etc.).

1. I would not recommend automatic submission to SE (search engines). This is not good from the SEO (search engine optimization) point of view. For example, jen recommends http://www.1-hit.com/free-search-engine-submit.php they say that they submit websites to 28 Search Engines but do you really need it? The most popular search engine is Google. Since you have your site in its index the rest of these engines will pick it up from there...
Besides, they ask for a link back to their website so the service is not really free ;)
2. I would not recommend using http://www.google.com/addurl/ neither. This is the best way to make your site sandboxed (A special Google filter allegedly used as a probation period for new sites. Gaining a high PR (Google Page Rank) is inhibited during this period). Besides, it may take from couple of days to several months before Google will index your site.
3. The best way to make you webpage known to Search Engines is to obtain a link to your site from the site(s) related to yours which is (are) already indexed by Google and have some authority (to find out if the website has some authority just check its Google Page Rank. If the PR is 6 or higher - this is a good website). Google bot while crawling the web will follow the link and get your website and index it. another reason why it's the best way is that the part of the authority of the website which links to your webpage will be given to your webpage (if you have a link from the website with PR 6, the PR of your website will increase up to 5 or 4 which is good for a new website). Remember that the website should be related to yours. For example, in case your website is dedicated to Travel Insurance a link from http://www.travel-insurance-online.com/ will make your site indexed in a couple of days!
4. How you can get the link? The simplest way is to purchase it. I recommend http://www.text-link-ads.com/textlinkads.php they are really good.

You've got to
1) Fill up a form on each search engine that you want to link your site to... or..
2) Use softwares that do the job for you automatically
3) Use a paid service provider who does the same thing
Remember, just submitting will not help.. your `meta' and some other tags have to be well defined.. as well as the text in the index page of your site, along with a meaningful header.. and last but not the least.. link back to other websites having similar content and request them to link back to you.. hope this helps
