That car is a nightmare to work on, but it really sounds like a fuel system problem. Have your fuel filter and fuel pump (and all the fuses, circuit breakers, and relays in the power supply to the fuel pump) checked out by a garage.

it sounds like the holafex switch in the distributer that car has on board diognestics in it turn the key to the on position and push the off and warmer buttons on your thermostat then hold until all the lights light up u should see 888 on the thermostat and a 7.0on the fuel gage it will flash out codes like e47 or f71 what ever codes u see write down then post them back on here and dont bother paying a mechanic 75$ to push a couple buttons cadillacs are expencive to work on ill tell exactly whats wrong and how to fix

Sound such as you have a electric difficulty.An erratic tach and indicator lights fixtures flashing are indicators that the PCM (vehicle's pc) isn't getting sufficient voltage to function good. maximum vehicle pcs require a minimum of 10 volts to artwork. Any much less and unusual stuff occurs. i might verify the alternator to insure that this is charging good. Battery voltage must be approximately 14 volts if the alternator is working.

That's either fuel problem, or an ignition problem. But since you say that it slows down first (I'm assuming you mean the engine) that's probably closer to fuel problems, probably a fuel pump actually, but may be as simple as just replacing the filter.
