Mr. Blue Sky is a song by the rock group Electric Light Orchestra It was taken from the album Out of the Blue

It was released as a single in January 1978, in the UK and the USA, reaching number 6 in the UK and despite it being a much loved track it surprisingly only reached number 35 in the USA., released in 1977.

The song forms the fourth and last track on the Concerto for a Rainy Day suite on side three of the original two LP set. Reflecting Jeff Lynne's love of hidden messages, the coda to the song contains the barely discernable, heavily-vocoded words "Please turn me over". This message would make sense since on the 12" version of the album, it was the last song on the front side of the 2nd disc.

Trivia
The song was given a revival in 2002 after it was used in a television commercial by Mike Mills for Volkswagen. It was then featured on the trailer for the film Eternal Sunshine of the Spotless Mind and was included on the film's soundtrack, although it was not actually used in the film. After being featured in an episode of the British science-fiction series Doctor Who, Love & Monsters, the song broke into the top 40 of the iTunes Music Store's Top 100 Songs, a daily chart listings the most popular downloads.

It was also used in the UK in 2005 after featuring in a popular advertising campaign for Marks and Spencer. It was also used in the now-defunct NBC drama LAX and. It was also used in a flashback/dream sequence in the movie The Magic Roundabout, known in North America as Doogal

In 2006, The Delgados released a cover of the song on their Peel Sessions compilation.

Its all about how good everything seems when the suns out but at the end it does that electronic Mr Blue Skyiiiiiiiiiiiie thing when Mr Blue disapears agains and then there is a heavy guitar solo that goes dededededededededededede daaaaa daaaaaa..... daaaaaa daaaa da daaaaaaaaaaaaa perhaps signalling that bad weathers on the way and everything is rather sad.

As Birmingham City play in blue, and Jeff Lynne of ELO wrote it (and is a Birmingham City fan) I think that could well explain why.
Apart from that, it's just another Beatles rip-off.

It's about five minutes.... no seriously, it's not about anything really - any more than The Sun Has Got His Hat On is about anything.... however, kudos to first respondent who just pasted a chunk of reference book without actually attempting to answer your question

I think it is the songwriter expressing his love of the good weather, perhaps inspired by long periods of rainy, gloomy weather. Sounds like the writer lived in London or Seattle!
