Is spamming or scolding vulgars and threatening in other's blog counted as breaking the law?

Does using serious vulgarities, threatening and spamming in people blog's tag counted as breaking the singapore law? URGENT~

I'm not specifically familiar with Singapore law, but I'd imagine the threatening is definitely a no-no.
