i have a dell latitude d620 and i must have deleted the wrong file in windows. when i turn the computer on it shows the loading screen and when it should boot windows it restarts. i bought this computer used without any recovery discs or software of any kind....can i download an xp professional boot up disc? or what?

Actually you can go to the Dell site and order a set of disks for about $25. This is your best option as far as the software goes.
You may have a hardware problem instead of a software problem. Download and run (from disk) Mem86test*. It will test your RAM yo see if you have a faulty memory module.
It could also be a bad CMOS battery. While no more expensive than a desktop battery they can sometimes can take a little more effort to replace. No biggie thought.
Can you boot into Safe Mode by tapping F8 as you are booting your computer. Is the answer is yes, then select the "Last Known Good Configuration". This may or may not correct your problem, but it is worth a shot don't you think?
If you can get into Safe Mode but "Last KNown" does nothing for you try starting to Safe Mode. Then go to Start> Run> sfc /scannow and see if that helps.
You can also see if you can reinstall your OS from the hidden partition. Follow the steps in the Dell link below**.

If you have registered with Dell you may be able to get a new start-up disk from them although like all things Dell they may want money and patience. You could get a legitimate copy of Windows, check the online stores. Have you tried booting in "Safe Mode" (keep pressing F8 when you first start the machine.

Another option is to get a live Linux disk, they are free and at least you should be able to access your Windows data with that. You can also download software which may help recover your present system but this really isn't for the faint hearted.
