According to the Beaufort scale, breeze is a wind of up to 31mph. Here's the complete list for land:

FORCE EQUIVALENT SPEED DESCRIPTION SPECIFICATIONS FOR USE ON LAND
10 m above ground
miles/hour knots
0 0-1 0-1 Calm Calm; smoke rises verticall.
1 1-3 1-3 Light air Direction of wind shown by
smoke drift, but not by wind
vanes.
2 4-7 4-6 Light Breeze Wind felt on face; leaves
rustle; ordinary vanes moved
by wind.
3 8-12 7-10 Gentle Breeze Leaves and small twigs in
constant motion; wind extends
light flag.
4 13-18 11-16 Moderate Breeze Raises dust and loose paper;
small branches are moved.
5 19-24 17-21 Fresh Breeze Small trees in leaf begin to
sway; crested wavelets form on
inland waters.
6 25-31 22-27 Strong Breeze Large branches in motion;
whistling heard in telegraph
wires; umbrellas used with
difficulty.
7 32-38 28-33 Near Gale Whole trees in motion;
inconvenience felt when walking
against the wind.
8 39-46 34-40 Gale Breaks twigs off trees;
generally impedes progress.
9 47-54 41-47 Severe Gale Slight structural damage occurs
(chimney-pots and slates removed).
10 55-63 48-55 Storm Seldom experienced inland; trees
uprooted; considerable structural
damage occurs.
11 64-72 56-63 Violent Storm Very rarely experienced;
accompanied by wide-spread damage.
12 73-83 64-71 Hurricane --

The weatherman was using the term loosely.

I must admit, when Grand Theft Auto came out, it was the game I've been dreaming of since I played my first car-driving video game on a Commodore 64 back in the mid 1980's. That being said, there's ton's more crap to invent. the average person in history didn't invent anything. Most people do not have the brain or confidence to invent things. Most people assume that if there was a better way, someone else would have thought of it. Creativity will always flourish. People write new songs and movies every day. Refining an idea (automobile, for instance) is sometimes more difficult than coming up with an idea. A lot of energy is spent on refining what we already have, which is fine. As far as education, inventors have always been "outside the box", many with no formal education at all. I wouldn't worry about the education system. Any kid who understands critical thinking will know that it's a crock, and eventually rise above his contemporaries. But to answer your question, boys have been having their spines whittled down and sacks shrunken , progressively over the last 30 years. Today, many kids are medicated for the slightest behavioral anomoly. There are plenty of males in their 20's who can't "get it up".

Windy refers to constant winds maybe and breezy is just the occasional gust of wind! There is probably a certain speed at which a windy goes from breezy to windy, but you would have to look it up at the weather channel or something!

breezy is wind but calm. Windy is more intense and usually blows around 25 to 30 mph for it to be considered windy

I think, in general, a breeze is a light and variable wind. Ultimately, a breeze is definitely a type of wind, so it's a bit silly for the weather man to describe it that way. In any event, a breeze is probably below about 15 mph, not constant in strength, and usually not constant in direction. Strong winds are usually consistent in direction and have a constant level as well as variable gusts.

I think breezy would be small short moments of wind, and windy would be more constant and a bit stronger.

Breezes are generally below 10 mph. When you get above 10 mph you get windy conditions.

when it's breezy there is just an occasional light breeze...when it's windy...it is much stronger....you know..."gusts of wind"

JJ nailed it. Beaufort scale of winds is what the weatherman was using, again, loosely.
