First you need to have access to your router.

All incoming connections from the internet hit on the router which can forward some of them to your computer if you create appropriate rules.

In your case you need to find which port is used by utorrent and forward this port from your router to your computer through the router admin interface.

This will depend on your router - look at your router's manual.

You'll need to log in to the admin page of your router - probably via http://192.168.0.1 unless you've changed it - and you should see options to enable uPnP and forward ports. You'll probably only need to do one of these - if you are able to enable uPnP, it will take care of the port forwarding for you.
