Ever is hard to say. But in terms of how talented someone is compared to how well known they are and how many records they have sold there is only one winner, Ryan Adams.
Since going solo in2000 (former band Whiskeytown) he has released 8 solo albums (as such) Heartbreaker (2000) Gold (2001) Demolition (2002) Rock n Roll (2003) Love is Hell (2004 originally 2 ep's previous year) Cold Roses + Jacksonville city nights (both with The Cardinals in 2005) and 29 (2006).
Although Gold put him in the spotlight for a time (Elton John loved his music at that point) he still didn't break into the mainstream.
Every Album is Quality but Most Fans believe Heartbreaker to be the best. Gold is probably the best place to start though as it is the most "commercial" if you want. Rock n Roll is good despite what people say, as this album was only written and released as the record company dismissed the (superior) Love Is Hell, hence the reason it was released as 2 EP's originally, until the record company realised the mistake and released it (along with the beautiful cover of 'Wonderwall') a year later.
Well there you have it, hope you purchase something soon (if you don't already own).

This added after But surely under rated means not really that well known as someone else mentioned. Paul Mccartney? Genesis? Dire Straits?
How long till someone comes up with The Beatles or Radiohead??

I'm just gobsmacked - by what thought process have people come up with 'Dire Straits' 'Genesis' and 'Paul McCartney' as under-rated??? How can fat-*rsed mega selling rock 'gods' be seen to be 'under-rated'. What you need is a list of genius singers/ bands/ players/ writers who no-one's really heard of or whose towering genius remains relatively undicovered: so here you are: Chuck Prophet: Boo Hewardine: Johnny Dowd: Jackie Leven: Kelly Stoltz: Delgados: Go-Betweens: Jeff Lewis: mark Lanegan: Matthew Sweet: the Veils: Jon Spencer: Speedball Baby: The Revs: The Minus 5: Kimberley Rew: Mercury Rev: Sandy Dillon: Hope Of The States.... and Ryan Adams really needs to introduce a certain amount of quality control and simply not release so much stuff.....

No, no singer or band can do this to me till I make the choice to enable them to. The artist that jogs my memory maximum of me previous existence is SPM…yet different than that, no you're able to make me replace me existence. there are multiple those that make me remember the terrible previous i've got chosen to have, yet all in all I did the a hundred and eighty replace in my existence cuz i became residing unhealthily. i assume i'm analyzing into your question too heavily, yet it is how i'm getting the question. I even tend to hearken to greater to imprecise artists that folk infrequently hear of. Yeah, i'm contradicting myself i've got self belief, yet now i think of that Nicky Minaj and all those different stupid pop mainstream stuff grew to become me off the mainstream stuff. whilst i became in effortless and midsection college I enjoyed the mainstream stuff greater.

Iwouldn't say she was under rated but I adore Amy Lee (from Evanescence's) voice, She has so much power and expression and she doens't "show off" by trying to sing higher than her range allows (as so many singers do) - she has a lovely Mezzo-soprano or Alto type range and sticks to it, which allows her to sing really well.

I would say either Peppercorn or Melanie Garside.
There are both amazing songwriters. Peppercorn has a voice comprable to Skin (ex-skunk ananasie).
No-one knows who they are, yet Melanie Garside CD's change hands on ebay for upwards of £15.

"The Start": The female singer has a lovely voice that "warbles" but not many people have heard of them. They're a punk rock/metal band.

Rammstein: People are put off as they sing in German, but they really have some talent! love many of their tunes, although I don't speak much German. they're an industrial metal band.

Duran Duran. They wrote some amazing songs. They truly are good musicians. I think they got lumped into the syno-euro pop bands of the 80's, and folks often forget about them.

I think they often get written off as another "80's boy band". Rio, The Reflex, Ordinary World, Come Undone, Notorious....great songs
