Nice question. But things depend on how does one define "top-order".

If top-order means Batsmen #1, 2 and 3, the below are the results:

Glenn D McGrath: 219 wickets
C. Walsh: 177 wickets
Kapil Dev: 175 wickets
Muralitharan: 166 wickets
R. Hadlee: 158 wickets
Shane Warne: 158 wickets
Anil Kumble: 150 wickets

Obviously, we have fast bowlers higher on the list as spinners don't usually have a crack at opening batsmen.

Just in case top-order would be defined as Batsmen from #1 to #7, here is the list of top wicket takers in tests:
