Being a "clean freak"..can certainly mean that a person suffers from obsessive compulsive disorder. Although, it is not termed as an absolute obsession it is more a compulsion. Compulsions refer to actions that the person performs, usually repeatedly, in an attempt to make the obsession go away.People that clean stuff to the point at which it seems to become part of a normal process for them in particular are those that are generally diagnosed with this. Germaphobe is more of an urban term than a literal diagnosis.

The person who constantly worries about germs CAN be Obsessive, especially if it affects her daily functioning.

The person who constantly cleans (to kill the germs on the self or in their the environment) is Compulsive about the cleaning, again, especially if it affects her daily functioning.

There is specific criteria that must be met to be diagnosed with Obsessive Compulsive Disorder, but this is the everyday term that people often use to describe 'neat freaks', 'clean freaks', people who can't use public toilets, etc.

obsessive compulsive or "OC" for short
I'm an OC person myself. I'm obsessed with keeping my hands and things clean. I even wash coins, erasers, playing cards, etc...Being an OC sucks.
