Some stores will buy jewelry (not all), but the ones that do require proof of purchase (so they know it's not stolen), sometimes the gem report, and they do an inspection on the piece to make sure that it doesn't have any damage. Call around to stores in your area, and see which ones will buy and re-sell. Some of them may even do consignment for you.
Pawn shops will buy other metals besides gold, including platinum, but they go by the value of the metal alone. It's illegal for them to buy for the value of the stone. So no matter what you are selling, you wouldn't get a good buying price from them.
You could also try placing an ad in your local classifieds, or on an auction site, like eBay. Again, you would need the gem report to sell it so that the prospective buyers know that what they are getting is the real deal, and worth the asking price.
If you don't have any of the paperwork to go with the ring, talk to jewelers in your area to find one that does appraisals based on an hourly rate, not percentage of appraised value. It's cheaper that way, plus you know that they aren't adding false value to up their own fee.

No, they may say that you can trade it as a down payment for another ring.
