I recently installed a new gas hot water and recently noticed water is seeping up through a hole in the top of the jacket that is an alternate location for a pressure relief valve.I checked all my soldered connections and found no leaks could it be coming out around the connection that is screwed into the tank? Also, how hard is it ti remove the top of the jacket cover? there are several screws attaching it to the bottom parts.If I could just raise it enough,I could check the screwed in connections.

The only places it can leak if a tank not rusted through, which being new it not rusted, are the fitting which you should be able to access easily. Turn off the water and drain the tank so water not go everywhere. Unscrew the fitting and put Teflon tape around it or Pipe Putty made for this. I use the "Pipe Putty". Then tighten the fitting firmly, but, do not try to put the Hercules tight on it, as that is unnecessary. This should stop the leak. Remember to fill the tank with water before turning back on. Not as big a problem with gas as it is electric, not fill an electric tank first and it burn out the heating elements.
Removing the top is not hard you should see the screws. When you put it on the metal is flimsy so it take thought to get the top to slide back on, but, it not hard. start on the side away from you and keep level as possible then you on the side to see and get the top down. You will see what I say if you need to do this. You should be able to access everything without removing the top.

you got to just redo all the screw in connections with teflon tape turn off water drain first

The tank should have a warranty on it. Replace the tank.
