Air horns are not prohibited. Most semi trucks are equipped with them.

Railroad air horns do require a fairly high air pressure to operate them. While still on a locomotive they are fed directly from the main air reservoir and controlled by a simple valve at the engineer's disposal. Nominal air pressure for the main reservoir is 140psi, although the horns do operate with less pressure.

In most states it is NOT legal to install a train horn on a motor vehicle. Check with the Department of Motor Vehicles. Stop by your local auto parts store for a selection of alternative horns that will be legal.
