A man can "legally" wear whatever he wants. He just can't go naked.

Definitely. He would not have to be a cross dresser either. A few years ago we had an older gentleman in my town, who thought that if a woman could wear pants, he could wear a skirt or dress. He did so for many years. A little strange, but not illegal.

It is in America. Be it kilt or not, as long as the indecent areas are covered, you're legal. There are several countries where it is normal for men to wear dress like clothing. Being the melting pot we are, lots of people dress as they see fit.

If you're comfortable with it, go for it!

depends on where you are.

If you're in Scottishland, it's practically mandatory :-)

some places have laws against crossdressing (local/ stae laws in the USA for example) - in some places it might come under the heading of 'offending public morals' (thinking about places like saudi arabia). In the UK there is no national law against it, and , in fact, the right to crossdress is probably protected by the human rights act

Perfectly legal but expect a lot of whispers and ridicule! I don't know why any man would want to though. Most men have knobbly knees, hairy legs and big feet. They don't look at all nice in feminine garments. If you have to do it please keep it confined to your own home unless you wish to make a fool of yourself.
