Yes, you can. To prove it, you will need the following: balloons, a long metal needle, petroleum jelly, a pin and sticky tape.
Method 1:
1. Inflate one of the balloons, without reaching its maximum capacity, and tie the end.
2. Smother the entire needle with petroleum jelly, starting with the tip of the needle.
3. Gently insert the needle into the balloon. If this is done carefully, it should go in without popping it. It’s recommended that you insert the needle at the opposite end of the opening (knotted part) of the balloon so that once the needle is inserted, the tip of the needle will be able to come out near the knot of the balloon.
Method 2:
Another way of achieving the same effect is to put sticky tape on the balloon in a cross-shape and inserting the needle through this.
You can even try inserting multiple needles in the balloon using both methods!

Yes push the needle in near the buttom where there is access rubber and it won't burst. After you made a hole stretch it out to make the balloon whine. Put it before its blown up. Put tape on the balloon then push the needle through the tape.

When you inflate the balloon, tie a knot in it. Stick the needle into the balloon through the knot without puncturing any part of the balloon under tension. The knot is under compression and should preven air from escaping, even with the needle entirely inside! At least this is how a mechanical engineer might try it. Good luck.

Yes. I did this once. The balloon had started to go down, so it had previously been stretched and was now going down.
I pushed the pin into one of the strongest parts of the balloon, the bit at the top and the balloon did not burst at all nor did it visibly deflate until I took the pin out.

yes, blow up the balloon and then tie it, then put about 4 cm of sellotape over the balloon, then put a sharp object in the balloon ( a pin would be best ) but the part where you put the sellotape.
WARNING!: when you take the sharp object out the hole will expand and after about 5-7 seconds the balloon will pop.

Yes, you put sellotape (scotch tape for you Yanks) on the balloon and stick the needle through that.

If you put a small piece of clear tape on the balloon and stab through the tape it will not pop. Or if you stab the little spot at the top where the rubber is really thick, but that only works half of the time.

The most impressive way, is to half fill the balloon with water, then inflate it until it is strained, then hold the ballon by the tied end between your teeth. (Making sure the balloon is vertical above your head) Then the secret of success is to get a very sharp needle, and viciously jab the ballon really quickly.
The resulting 'Encore' is worth the effort.
