There is absolutely no single solution of water problem. Different areas have different reasons. What is needed is motivation among people to utilise the water effectively and preserve the nature.
Money alone cannot change the world, it may even bring misery. What is needed is effective policies, administration, zero corruption and good character

Several newer technologies are very promising:
1. Pur (Procter and Gamble) - see video with Vital Needs International (VNI) in Africa:
http://www.vitalneeds.com/video-pur.html
2. UV. I was fortunate to meet Ashok Gadgil, the inventor of
a scalable UV water purification systems (home, village, city). see:
http://mit.edu/invent/iow/gadgil.html
http://www.lbl.gov/tt/success_stories/practical_application/uv_waterworks.html
-----
If you are interested in supporting safe water, I would suggest you contact VNI in San Antonio, TX or contact Gadgil by doing google search. Good luck!
