Parliaments pass laws. They are called legislation.

Then government regulators have to enforce the law. They look at the law and work out the nitty-gritty details that need to be followed in order for the law to be followed.

So for example, a state might might legislate that restaurant kitchens need to be in a hygenic state. The health inspection department might then develop regulations that state, for example, restaurant kitchens need to x type exhaust fans or no broken tiles or no ajoining toilet.

Regulation is a rule placed and Legislation is the proposed bills of law submitted by legislative branch of government to the executive branch or vice versa

Regulations (the rules) are made by Ministers to implement Legislation (the law) voted on by Parliament.

Legislation are rules that have to be approved by parliament.

Regulations do not have to go through that process, they can be directly imposed by an authorised or approved person or persons.
