Race mixing deeply offends the primate instinct for banding together in biologically related tribes. The greater the degree of race mixing, the more opportunities there are for racial exploitation and violence. Only complete separation makes those evils impossible.
The only possible racial harmony results from racial separation. Racial separation makes racism disappear. If amicable interracial togetherness were natural, nobody would need to "promote" it.
