well there are a lot of differences. anime is a cartoon made in japan. usually anime have age ratings some for kids and some for adults; it depends on the anime. anime usually have more complicated plots as in cartoons it's just a simple story for kids. anime can have different endings but most cartoons usually end "happily ever after" ( like Disney cartoons). there are also some differences in the art as well, i mean anime characters' eyes are a different style and they r usually big ( they also have a different style of hair)!!! lastly anime have more categories than cartoons; now, i know there are a lot of cartoons about different things but anime can be romance, action, school life etc... so u have more choices han u have in choosing cartoons!!!!!!!!!!!!!!!!

anime is a French word used to describe Japanese animation, and can be in any genre. The characters are usually drawn differently and tend, in my experience, to develop a story over several episodes, instead of hero fights villain of the week. Cartoons are any animation, but the word is typically used to describe American animation. While anime may or may not have an age limit, depending on what you watch, cartoons are usually associated with children.
(Example : Cowboy Bebop is anime, but I consider Yu-gi-oh to be a cartoon.)

i'm not really sure about my answer but... as an anime freak or psycho, anime is more for those who are in older age, teenagers and so on while cartoons are more for kids.. i know cartoons and anime are for any age but anime just have a bit more so called ADULT THEMES...

there are some scenes in anime that isn't good for kids... cartoons is gentle/soft as for anime, some shows violence... i don't mean the violence that is soooo bad...

this is just my own perception... t.y.
