hi guys-in my department i jus have 1 co-worker and a supervisor.I have an extremely complicated situation and dont know how to explain it to u guys.k....My co-worker is a guy with a little bit of the girlish character.Therefore he is constantly made fun of by others in other departments and even my supervisor makes fun of him.And moreover he is a little retarded-i mean even a small issue is complicated for him.I mean it takes time for him to think and arrive and a solution and stuff like dat.....now my problem is he does all the work...he does not allow me to do any work.If i get any work or if he sees me doing any work he makes some excuse and takes dat work also away from me.and all dis causes a bad impression for me in the eyes of my superior as he sees me sitting idle always.
i even tried talking to the guy but he just wont listen and he does the samething from the next day onwards.i think he fears that since i have joined, his job may be at stake.i jus dont know what to do...

He's trying to keep his job secure by being the one that does all the work. If everybody is picking on him, then he has to feel vulnerable to being fired. But if he is thew one getting the job done, then he's good to have around. You need to talk to him again and explain that you need to be able to do the work too. And maybe you could stick up for the guy on occasion, that might help too. And by the way, your supervisor is an azz for belittling and making fun of the people under him especially in front of other employees.

You're giving this co-worker way more power over you, and way more time in your day. He is not making you productive, improving your professional contribution or any in way, your assistant at work.
Physically avoid him while you are working on something. Do NOT let him interrupt you anymore. Politely tell him you are busy and he needs to wait until later to share his opinions on the subject. Turn your back, walk away or just ignore him. Do not let him touch your work or you and loudly correct him if he tries it.
People treat us as we allow them. He has found someone (you) that will listen to him, take direction and give him respect (even if it's unintended).
Your supervisor is in way over his head, and obviously not qualified to provide a successful work environment. A boss should never criticize one employee in front of others and is obvlously part of the problem, not part of the solution.
Find a new place within your building to work. Disappear for short bursts of time to get your work done, and gradually ease back to your assigned work area. Be firm, polite and professional. And get this guy to move on to someone else. (and all that you wrote about his "personality" is irrelevant, just baggage and don't have anything to do with this problem)

LOL! You call him a retard? That just isn't nice. If he is gay or feminine, all the idiots you work with can get in trouble for sexual harrassment.

So what? You won't be working there in less than five years. Let him do your work. It probably gives him a sense of self worth. It isn't hurting you, right? I would hesitate on calling him a retard. He is probably swifter than you give him credit for. Why would you want to keep working for an employer that hires and retains employees such as you described? They all sound like a bunch of sandbox juveniles who still think it is cool to pick on/make fun of somebody who is a little bit different than themselves. I would go work somewhere else. If there is anything I cannot stand, it is a bunch of young butt wipes who have no compassion for those less fortunate. Those who make fun of this person need to go back to Sandbox 101A, where all compassionate people learned how to be kind to others, regardless of their handicap.

It's a pity for the guy that he is being bullied........but that doesn't make it right what he is doing. His gender confusion is nothing to do with it either, but it is very wrong that his line-manager joins in the bullying.

I would try refusing to pass on work to him for a few days and if that makes no difference, unfortunately in the end you may have to complain to the supervisor. You could try telling the guy that if he doesn't stop, this is what you will have to do.......you don't want to but you will have no choice. You have a right to keep your job just as much as he has.
