Who said a Dog will be Called a Dog and cat will be call Cat and so forth. and why

language has evolved over a long period of time. nouns were probably the first words to be used. as tribes mingled and formed races they took/developed their words and passed them on to their children.

or, if you're asking in a biblical context {sigh} then it was supposed to be adam

It's the same as any noun. In order for people to communicate about an item they had to make up a word for it. Some come from other languages but if you trace it back far enough, Ogg and Ugg the cavemen needed a word for the fluffy 4 legged animal with sharp teath - and they came up with Dog.

Dugg and Dagg the cavement from the next settlement probably called it a Whizz - but Ogg and Ugg had more friends in their social circle, so Dog stuck.

It wasn't Adam - he's just a character in a book...

Adam, but the animals were given scientific names. The word dog is an English word. In Spanish, dog is perro. A dog is called something different in each language, but it refers to the same animal. All names, however, descend from what Adam called each animal.

Only one place is the answer to that question recorded. In the Bible. It says that Adam named all the animals. If you do not believe that, then you can not have an answer.

Biblically speaking it was Adam although he wouldn't have used the words cat and dog!

Animal names are given by different people, who ever seen first they given a name as per their own choice and the attributes of animals. for example - koko, this bird make sweet voice of koooo koooooooo...,

I think it may be accidental like one person who call it Kangaro in Australia or people who saw it for the first time in the area.
