In my opinion this program is an absolute pain. Set it up for my kids, put a few web sites in the allowed list but every new web site visited needs permission from the admin(even microsoft.com). IE takes an absolute age to open because of it. If you know the exact web sites you are willing to let someone access and willing to spend the time it may be of some use.
