I would use Macromedia Dreamweaver and Flash normally.

An alternative to that (If you dont want to fork up that much cash) is Microsoft FrontPage which is nearly the same as Dreamweaver, but less powerful.

I'm unaware of any others then that (except this adobe one, which I havent used), but as far as I know, they are probably the most used as I am in the Industry and haven't come across any others.

Your best bet are Dreamweaver and Flash though, as their are countless amounts of tutorials avaliable on the internet.

However, it is possiable to create a site just with Notepad, just that you need to be recognized with the programming language.

If you are looking for proper professional software for a site building then, go for Macromedia Dreamweaver.
Or u can use Frontpage, which comes with MS Office.
If u simply want to use templates then there are many websites who provides free templates foreg. www.geocities.com, Yahoo small business, www.lycos.com, and many other, just search on google.com, u will find 100s of such sites.
Many Domain provider and webhosting co.s also gives u free or nominal charge designs. BTW, I m a webdesigner, if u need any tips, u can IM me. my yahoo id is "flash_gamming"
