I really don't think that being civilized or not has something to do with violating resolutions...
Israel is violating UN resolution because this is what is doing ever since it was created...Israel does not respect any resolution that UN has imposed...And why should they, when they are backed by US who does everything that its "beloved" Israel doesn't get punished for their crimes?
Well as for UN they only talk a lot about how Israel breaks the cease fire,but i really doubt that there are going to be any measures against it...

It's difficult to negotiate with nations when one of the preconditions is your own destruction.
