They've been Tangoed. Tanfastic! :-)

My favourite look is straightened hair, preferably blonde with extensions, orange perma-tan and a big flobby belly & bits squeezed into the skimpiest lycra dress Mark One has to offer. Oh, and strappy sandals. Think Girls Aloud wannabe...and note the heavy sarcasm in my voice ;-)

A tan is nice cos for some reason ya look skinnier and healthier, although I know one girl in particular that lashes it on and she looks like she's been tangoed all the time and she is one of the nicest looking girls I know, but I think its a self-conscious thing!! She coats herself in make up too and shes the last person that would need to!!

When somebody's skin is not brilliant white as mine or not naturally tanned then it looks terrible. They've got to use something to give their skin that look, otherwise they'd have to pile on white talcum powder. You see, that 'in between colours' skin is not very nice. You should be either pure white, nice and tanned or really dark (as in black's skin).

they are most probably trying to set up a healthy image for themselves.
It is actually a same concept as why strikingly hot pinkish hair and exagerated long curly eyelashes looks adorable for some people.
It is a kind of 'high fashion' - future and cyber.

I think for them, its the fact that they have such pale skin and the quickest fix is self tan! Unfortunatly no one has told them that self tan looks gross if your skin is too pale. The point is.... pale leggs look worse than self tanned ones.

They obviously feel the need to cover up their natural look, its more than likely an insecurity issue

they dont really know their natural skin tone or think that they will add a bit of colour by using a darker shade of foundation.
