April, and start with the Keukenhoff, then go to a flower auction (wake up VERY Early) and cycle through the flower fields.

The best time is early in spring, but it all depends on the warmth. It can be a early spring or a late spring. So if you have to plan your trip stick to April.
You can see the tulips best at the Keukenhof. The Keukenhof is located in the bulb-growing area between Amsterdam and The Hague. In and around the town of Lisse, the route to the Keukenhof is clearly signposted everywhere.

Second half of april. If you want to see the tulip production fields bloom. What you'll see is one big field with red tulips, next a big field with yellow tulips, next to a field with orange tulips: amazing!

If you want to see thousand types of tulips, each type in a small arrangement, you should visit the Keukenhof. Open in a bit larger period. But again the best period is half april to half may.
Try to visit Amsterdam on april 30th - queen's birthday. The whole city becomes one big flea market, everyone spreads a blanket in front of his house, and tries to sell lots of bric-a-brac. Great festivities.

I agree w/ Stilwater...mid to late April is the best month
Last year my parents came to visit the last week of March and stayed through the frist week of April. We went to Keukenhof but it has been unseasonably cool so the tulips had only just begun to peek through. It was still stunning though with the daffodils and crocus feilds in bloom.

it would actually be our late fall or early winter...the seasons are opposite compared to the states. I was there during our spring summer and there were no tulips whatsoever...
