D'you mean "19"?
OK, spose some racial characteristics could mean steel wool pubic hair and early puberty.... 'n' if you r on th'level then depilation is a better alternative. Easier early on with fewer hairs and it gets easier the more you do it. Shaving can mean cuts and rashes if you use a blade razor, and is mostly a pain. It does make for coarser regrowth as well as itch usually. Electric razors don't do much at all.
Depilation can hurt a bit if you don't do it properly, like trying to depilate long hairs. Always trim first with scissors and hold skin tight.
I'm not suggesting tweezers, but.
Wax is oneway, but it can be a prob.
There are shaver-like mechanical fast acting tweezers like the Emjoy range (made in Israel) or Braun or Phillips that are very good, if you follow instructions and try it at least three times before deciding its for you.
Whichever method you use guard against ingrown hairs. Boots have solutions to apply to help, or use mild spirits.
Moisturise the skin, at least with Sorbolene afterward.
With a little common sense, care, and a few practices you'll
get the idea quickly - and enjoy the extra comfort and hygiene too.
Most of all, but, if you really are nine and not 19 years old, then you gotta talk to your mum or big sis first.
Even shaving with a razor can be a risk.

You are getting hair because you are becoming a woman. Women have hair down there. If you shave it, wax it, or use chemicals, it will cause really bad skin irritation and maybe even an infection. If you have skin like a rhinoceros, go ahead and shave if you want to, but it looks freaky for a grown woman not to have hair down there. The people here who say to shave it are stuck in a silly outmoded 1990s fad.

As a man, who sometimes shaves his face, and sometimes wears a beard, I can promise you that shaving is a lot more uncomfortable than letting stuff grow.

Try trimming first, shaving causes painful stubble and itching.
