Etisalat Is The Only Operator In The UAE,
For A New Comer I Would Recomend That U Get A Etisalat Prepaid Sim Card That Is Priced @ AED 165 And The Inital Balance That U Get Is AEd 10. This Can Be Topped Up By Buying Prepaid Card In Denominations Of AED 25 & AED 40.
To Get The Sim You Need A Passport Copy & the Regstration Form Is Availble At Any Mobile Phone Shop Or Major Supermarket & Petrol Pumps.

Bring your hand set. In airport itself you can find Etisalat counter (Etisalat is the only mobile operator in UAE). Their official website is www.etisalat.ae

Also you may bring your Indian phone & sim and can utilise it here provided your connection/service provider gives you roaming facility.
