This only means one of 2 things:
1) The virus might have screw up part of the firewall and system restore. You can restore your computer to a point where your computer has not been infected yet. Then install your firewall. Everything should be okay then.

2) You still have a virus on your computer. It acts as a firewall disabler. Again you can restore your computer to a point where your computer is still in healthy state or you can scan your computer for the firewall disabler, then delete it. You might want to check the Task Manager for suspicious process. Doint this in the safe mode is a good idea.

run chkdsk
..start--run--type "chkdsk" (without quotes)

scan with another anti-virus
..download and install AVG from free.grisoft.com
..completely scan your pc

do you have the 2 services set to automatically start?

if still cannot, perform Repair installation. Google for Repair Installation of Windows XP.
(not reformat)
