Assuming that you already know what your going to be selling, then you've got to learn basic skills such as building and uploading websites, setting up autoresponders, setting up a merchant account to take orders, etc.
And then, probably the most important part... you have got to learn how to market you business. I would like to recommend either one of the following great resources:
If you don't have much experience with computers and the Internet - http://www.affiliatemarketinglessons.com/warpspeedwealth.html
If you have good experience with computers and the Internet - http://www.affiliatemarketinglessons.com/IS2006.html
Be sure to check out the money back guarantees ...you simply cannot loose. They can offer such guarantees because of their success rate...
You'll be able to find specific guidelines on how to launch your website - find a hosting company, designing your website for success, uploading your websites, how to get free traffic, how to build your business, etc.
Hope this helps....

Easiest way (if you don't know anything about web design) is to use a pre-packaged website from a web hosting company such as Network Solutions, or Yahoo. Many other companies specialize in e-commerce sites and they're really not that expensive if you're looking for a simple area to show off your wares. I hope this helps.

Buy hosting for your website.
Buy a domain name. (url) -godaddy.com is great for both-
Get an editing program like Dreamweaver or Frontpage.
Learn at least basic html.
Either purchase a merchant account for accepting credit/debit cards online (veeeeery expensive) or open an account at Paypal.com (lows fees).
Organize your website beforehand on paper to figure out how you want it to look and how the navigation will work.
*****If you don't want to make it yourself, then search for a 'pre-made business site with ecommerce capabilities'.
Submit to search engines by going directly to their main pages
www.google.com, www.yahoo.com, www.altavista.com, etc. and find the form to submit.
Learn about how to create 'metatags' and 'keywords' for your site using html so that people will find your page. (research online or get a book at the library.)
Print out inexpensive business cards with your domain name and a list of a few main products and hand them out everywhere.
Good luck! :)
