Nuclear power is available to cover the energy requirements of persons in space settlements.

It is possible that less power is required for transportation in space settlements than for transportation on earth.

This would be a guess But i would say for every one person in space you would require the energy of at least 20 people

Sure, Given a hostile environment, say like the Space Station, thermal control requires more power. Air circulation must be constantly on since there's no convection, which requires constant power consumption.
