I have tried bleach, soaking it and scrubbing it. None of these things have worked.

Boil enough water to hold your shirt.. Cut a lemon in half, and put the two pieces of lemon and your shirt in the boiling water and boil for 15 minutes.. Remove, and wash your shirt as usual.. the make-up stain should be gone.
You're welcome , and Happy Halloween !

There are two types of makeup--oily and non-oily. Non-oily makeup stains come from eye shadows, blush and powdered makeup. Oily makeup products include mascara, liquid makeup, rouge and lipstick. Most makeup can be removed from clothing if treated properly.

Sponge with a small amount of dry cleaning solvent
Blot
Mix one teaspoon of a mild pH balanced detergent (a mild non alkaline non bleaching detergent) with a cup of lukewarm water
Blot
Sponge with clean water
Blot
Note: Always test an inconspicuous area for colorfastness, etc. before treating the exposed area. Also note that certain stains are permanent.
Also try.
Mix 1 tsp of a neutral detergent with a cup of warm water. Blot. Mix two thirds cup of water with one-third cup of white vinegar. Blot.

Good Luck :)

I might suggest if there is a spot or stain on synthetic fabric which you can't identify, or the article is valuable, I would rush this article off to a local cleaner as he would be skilled in the removal of stains.
