luckly sam's club caught it on camera, but they dont have the licence plate but they can trace the person to the store and identify the person. sam's club woent look into it until they are contacted by a police. I went to the local police station, they could only get the information from me but they woent do anything. they are saying i should contact my insurance, i have a $1000 deductable, the damage to my car is about $600-$1000 so my insurance cant do anything. what do I have to do to get the police and sam's club Loss prevention working?

When on a private parking lot, even if you saw the person hit your car, it is considered a private matter. You are under civil court jurisdiction. First get a police report #, if you already have one, make sure you reference it on all your documents. Call a lawyer and ask for help on which documents you should get and have for this process. Request that Sams reveal the license number of the person that owns the car, get a copy of the vidoe or a photo showing the car hitting your car and one with the same car showing the licence. Go to your county court house and file a civil case against Sams to provide the evidence, then file a claim against the person for the deductalb, court costs, administration costs, (copies, postage, secretarial work & misc) you will have to find out who owns the vehicle and hope the photos prove that person was in Sams, or possibly requst Sams give a copy of the signature on any purcases made on that day, that would prove they were with the car and most probably responsible.

Since it happened in the Sams Club parking lot it is not going to be dealt with by the police. It was on private property and they will not do anything. You are going to have to contact your insurance company and let them handle it.

Hit and run accidents on private property or involving parked vehicles normally will not be assigned for investigation by the police.

Even if you knew who did it, getting them to pay would cost more than you will get. Most people will pay for the damage they cause or have their insurance companies pay for them, but they don't hit and run.
