Why do people cheat on their taxes?
Because they can. Did you know less than 2% of individual taxpayers get audited?

who would complain about free money? it is everyone else complaining !

It is the American way cf. The Boston Tea Party. If they didn't complain, they wouldn't feel good / justified about cheating. They would be different and therefore suspect.
