First, and I cannot stress this enough, work at perfecting your craft. If you're not great with spelling, vocabulary, or grammar, brush up on those skills. No agent or publisher will look kindly upon receiveing a sloppy manuscript full of errors.
If you already have the general idea for your novel, an outline will be helpful so that you can map out the beginning, middle, and end. Then, start writing it and FINISH it! You would be surprised at the number of people who want to be authors but cannot discipline themselves enough to actually finish writing their novel. Even if the book is no good and never sells, you'll be ahead of the game. At least you will have proven yourself capable of completing one! Then, learn from your mistakes and try again.
http://www.absolutewrite.com/ would be a helpful site for any hopeful writer just starting out. They have informative articles and a message board where your questions are frequently answered by published writers. Somewhere in the forums (right off, I can't remember where) you can find the websites of agents who post small samples from their slush piles and give reasons for why they rejected said manuscripts or query letters. They have also had guest authors, agents, and publishers who agree to answer questions for a set period of time (usually a week). There is a password protected critique board where you can post a portion of your work and receive contructive criticism. In my opinion, this site has a lot to offer. Just the active message board alone will answer a lot of the questions you might have.

you have to decide the subject on which you are proficient. Plan the ideas topic wise. Get the thoughts from the scholars. Discuss with the learned people, who are experts in the subject. Flow of ideas and effective presentation are the most important factors before starting to write a book.

Just go. Set a goal for yourself--mine is five pages a day; sometimes that seems like so much typing I hate it, and other days I want to keep going but I limit myself so I don't burn out. Don't try for perfection. Write a big sloppy mess and change it later, just get it out.

Study the subject profoundLy...
Do lots of research, take in account the essentials of that subject.. and most importantly ask and form questions. Lots n lots of questions.
Discuss those questions with others. Read books relatd to Ur subject. Interview people and ask them their experiences. I think in such a way, data collection would make easy to go ahead with Ur book. The subject matter and the research on the same is most important.

Approach a person you trust and believe upone that can give you his true opinion. Ask him a question, "Can I become a writer?" if answer is yes start writing without delay, you have everything within you. And if answer is no than......... you know what else you can do.
