No they are not the same person. Lil Romeo is the son of Master P who is the owner of No Limit records ( If i'm correct). and Lil Bow wow whose real name is Shad Moss is associated with Jermaine Dupri who has dealings with So So Def records.
Lil Romeo has made songs such as: Just a Kid, The Girlies, Little Souljah's Need Love to, That's Kool (Remix, Play like us and so on
Bow wow has made songs such as: Let me Hold u, Puppy Love, Thank you, Bounce with me, Bow wow (Thats my name) and so on
