Default security settings will only allow the download of "signed" (certified safe) active-X controls. As many "unsigned" (not certified safe) active-X controls are used to install malware, Windows XP is blocking their use to protect your computer.
It is best to just leave websites trying to use "unsigned" active-X and find what you need at a more reputable site. Lowering your default security settings could leave your computer very vulnerable to attack.

If you are trying to install a game or software I would say so. I can't think of any reason why it would prompt you to do so otherwise.
