Yes, you have to have a compatible phone though. Tri and Quad band phones are what you would need. I believe the united states and parts of south america work on 1900 and 850 frequencies and europe/other countries work on 1800 and 950, something like that. So if your phone is quad band you can roam anywhere (except japan that uses the 3g). You can actually check with your service provider to get details on whether or not your phone is capable, what band the country you are going to travel to uses, and the prices for the roaming rates.

Another option if your cell uses sim card, you can purchase an international sim card and get your phone unlocked to be able to use the international service while you are there. That can be cheaper than roaming rates.

Then the Handset has settings that allow you to automatically search (Upon Arrival) for the reciprocal networks that you can use.

no not really really depends on the phone as stated you would need a tri or quad band phone for example verizon in the US uses CDMA meanwhile Tmobile uses GSM the GSM frequencies in the us are 850/1900 meanwhi; the rest of the world uses 900/1800
