Keep a humidifier on in your rooms at home and work, drink hot water with honey befor practicing then sing the scales annunciating deliberatly and clearly, also do other vocal excercises "Si Si Si Sa Sa Sa Su" up and down the scale.

to soften: speak in a pitch slightly lower than the one you are used to. Then draw out the vowel sounds and shorten the space between the words(almost run together into a single exhale). Subdue the sharp consonents; especially the sharper t's,k's and p's. Obviously, slowing your tempo will also soften the speech.
For sharpened speech, it is the opposite. Short vowels, sharp consenants, and staccato delivery. And yes higher pitch and faster delivery can add to the effect, but done properly, these aren't required.
