Maybe you should ask why a duck is wearing clothing at all. And, like most little doggies that we dress up, it's usually just a top. They aren't able to take down their pants when they need to .... go.

Since the lower parts of ducks are always underwater, it would be definitely not wise to wear any clothes there since those clothes would always be wet and make Donald sick...

Same reason mickey doesn't wear a shirt. Although goofy wears pants and a shirt but is a dog. Pluto is also a dog yet is the only character that acts like the animal that it is drawn as.

Donald Duck is a filthy pervert, that's why. He parades around everywhere he goes, which all happens to be documented for the viewing of impressionable young children, with Little Donald in plain sight. Disgusting!

because he is cute like that!!! anyway why does goofy live in a house and pluto lives in a dog gouse (they're both dogs for crying out loud.) plus why can goofy talk and pluto can't or why is pluto a pet and goofy isnt?? why doesnt mickey wear shirt and minnie does. and why dont mickey and minnie TAKE THEIR FREAKING GLOVES OFF!!! I have always wondered that, too. I also wonder why is it that whenever there's a scene with Donald after a shower, that he has a towel wrapped around his waist. Hmm...another trying question to ponder?
