Why do they have the least homeless people? What should we learn from them?

A long time ago (about 30 years) I know a city "Moeda" in Brazil.
There was a few old houses and don't have jail, school, stores or prefect.
There was only one street... There was very sad, ugly but the people very friendly.

I would say Kuwait City in Kuwait. That country has the highest per capita income of anywhere in the world. Almost everyone there is a frigging millionaire.
