1. It might be cost effective socially and economically for the company to fix the problem on its own before any legal or social issues arise where its exposure in terms of public image and legal responsibility are exposed.

2. It might not want to spend the money until its better able to absorb the costs or wait for environmental guidelines on how best to resolve the issue.

3. Companies might prefer governmental enforcement to ensure the company is complying properly with the issue. It would give a measure of the extent of compliance needed.
