In the Netherlands it is legal for everyone. It is not allowed by constitution to make a difference between foreigners and Dutch, so it is also legal for American citizens to buy soft drugs.
I'm not sure if the American law prohibits Americans to buy soft drugs when they are abroad...

According to our (Dutch) laws, it is tolerated to purchase hashish at the registered coffee shops.
But, according to US and Canadian laws, it is illegal if you do that (even when you do that in our country).
So, whatever you do when you're in Amsterdam, don't tell them back home ;-)

I was over there recently, and we were encouraged (!).
I don't think it matters if you are a tourist or not, especially whether or not you are American, but you can still buy it in any case.
And don't forget - It's not legal, it's tolerated!

It's legal there but try not to smoke on streets - it's illigal. Police watch cameras will catch you. And don't try to take it with you outside the country - you'll get in troubles, dude.
